Executive Committee Meetings
In the first virtual meeting of the ECM, Hon'ble President Sri A. Santhosh Reddy addressed the office bearers and wished them all the best. It was discussed in the meeting to create new separate WhatsApp Groups for ADJs, SCJs and for JCJs. Hon'ble President had encouraged the EC Members to express their views with respect to physical Opening of Courts during 'Covd-19'. It was also discussed to give representation to Hon'ble Registrar General regarding ACP Scale I & Scale II to the Judicial Officers. A resolution was also passed to create email account for website to the Association. Message was given by Hon'ble President to all the members of Telangana Judiciary, which was posted in WhatsApp group.
Hon'ble President addressed all the executive body members of the Association.
Discussions were held on various issues.
The Issues are:
i). Grant of Additional HRA to the Judicial Officers and to request State Government to extend the benefit to the Judicial Officers as per GO MS No. of 46/2015, dated 21 Apr, 2015.
ii). To implement the old pension scheme for the Judicial Officers instead of the present Contributory Pension Scheme.
iii). To extend benefit of special casual leaves and Child Care Leaves to Women Judicial Officers.
iv). Closure of the Courts for physical hearing and recording Quantitative assessment of the Judicial Officers as "Recorded" for the whole year of 2020 in view of 'Covid-19' pandemic.
v). To request the State Government to allot house plots to the Judicial Officers.
vi). To request Hon'ble High Court to direct all the Hospitals in Telangana State to dispense with the letter of Credit in case of treatment of Judicial Officers and their family members.
vii). To discuss and prepare a plan on providing some financial assistance to the families of Judicial Officers on the death of any Judicial Officer.
viii). To request Govt. of Telangana to provide a building for Telangana Judges Association.
ix). To prepare a Directory of Judicial Officers and to have a website for the Telangana Judges Association.
Accordingly resolution passed.
It was mentioned by Hon'ble General Secretary that for effective understanding of the issues and for finding solutions acceptable to all it was decided in the meeting held on 12 Sep 2020 to form committees consisting of the office bearers to study the topics to hold discussions with experts in the field concern with colleague officers and to collect necessary materials on the topic assigned and submit their report in writing.
Accordingly, committees were formed:
The progress of work of the committees' and reports submitted by some of the Committees on various topics assigned to them were discussed in the meeting.
The Executive committee
met on 22-11-2020 and under the Chairmenship of Hon'ble President, unanimously
passed the following resolutions.
1). To prepare a report about the list of Judicial Officers who are eligible to receive ACP Scale I or Scale II or both and yet have not been granted.
2). To examine the content of the Website and to examine the administrative, technical and privacy issues of the Website. The presentation viewed on that day should be scrutinized. Domain registration, charges and Website hosting charges for two years were paid.
3). The Committee in charge of Judges' Directory has to examine the Google Forms submitted by the Judges and Directory has to be published.
4). A representation shall be submitted to the Hon'ble High Court to grant 90 days Child Care Leaves on par with the Hon'ble Punjab and Haryana High Court and Hon'ble High Court of Calcutta. Further to submit a representation to Hon'ble High Court to grant (5) days Special Casual Leaves on the lines of Jharkhand State Judiciary and T.S. Government Employees.
5). To request the Hon'ble High Court to issue a circular stating that all the private hospitals in the State and outside the State to accept the credit letter issued by the respective Principal District Judges for the treatment of Judicial Officers and their families as per G.O. Ms. No. 107/2006.
6). To request the Hon'ble High Court to permit the Judges to engage personal drivers for their official use and to meet the expenditure of the drivers from the official budget. They may be paid wages as per Minimum Wages Act as a semi skilled or skilled labourer.
7). To sell the Association building located at Ashoknagar and take necessary steps in this regard besides consulting the Association of A.P. Judges. Further to examine the two residential quarters located at Banjara Hills for the purposes of relocating T. S. Association Judge's Office and Guest House.
8). To collect the Subscription fee for the year 2020-2021 on or before January, 2021. Accordingly to make request to Unit Heads to collect the subscription.
